AUBURN-LEWISTON MUNICIPAL AIRPORT

BOARD OF DIRECTORS

AUBURN, MAINE

A meeting of the Auburn-Lewiston Municipal Airport Board of Directors was held on Thursday, August 10, 2006 at 5:30 p.m. in the Auburn-Lewiston Municipal Airport, 80 Airport Drive, Auburn, Maine.

 Present:  Messrs. Chairman Plourde, Metivier, Jean, Wolf, Lunt and Ms. Finnigan.

Absent:  Ms. Rowell.

Also Present:  Airport Manager, Rick Cloutier.

Chairman Plourde called the meeting to order at 5:40 p.m.

VOTED (1) TO ACCEPT THE MINUTES OF AUGUST 10, 2006 AND PLACE THEM ON FILE.

TREASURER’S REPORT

Mr. Metivier reviewed the treasurer’s report with the board.  These are the final figures as of June 29, 2006 for the fiscal year subject to audit adjustments this fall.  Revenues have exceeded expected projection by $100,000 due to Christian Hill materials received, interest accounts rising, FEMA reimbursement for Martindale washout and a slight increase in rents.  The expenditure reports an overage of $46,000, which includes the Martindale washout repairs, carry over of CIP monies ($23,500) for paving projects in the new budget.  Overall, the airport is in good shape pending final audit.

MONTHLY JET PARKING

The board requested more information be available for review regarding jet parking at Auburn-Lewiston Airport.  Currently there is only a nightly fee of $25.  Single and twins have a nightly rate ($5 and $10) and a monthly rate (single $30 non ele / $45 elec, twin $35 non ele/ $55 ele)  No long term rates have been set for jet parking.  The objective is to try to accommodate the smaller turbo/jets on the field for the summer months.  A worksheet was presented to the board for review breaking down the size of aircraft into group categories (standard FAA breakout) according to wingspan adopting rates from $200 up to $400 a month for jet/turbo parking.

PURCHASE OF NEW VEHICLE

The 1988 Dodge maintenance vehicle had an accident (a vehicle hit the airport vehicle while the airport vehicle was making a right hand turn onto White Hangar Drive, the rear passenger side of the truck was struck) and determined totaled by the insurance company due to the age and value of the truck.   This was the only reliable maintenance vehicle used for errands and on the airfield.  The next in line is the 1975 Dodge.  The airport went out to bid with the help of the Auburn Purchasing Director, Denis Roderick, and four bids were received and presented to the board on a spreadsheet.  The bid a 2007 4x4 Sierra pickup truck with plow, airfield and aircraft radios, and 5-year bumper to bumper guarantee for $31,395.00 from Bill Dodge, GMC, Westbrook, Maine.

VOTED (4) TO ACCEPT THE BID OF $31,395 FOR THE 2007 PICK UP TRUCK FROM BILL DODGE.

SEPTEMBER BOARD MEETING

The next Airport Board of Directors Meeting will be scheduled for September 7, 2006 and will start again to be on schedule for the first Thursday of every month. 

 AIRPORT MASTER PLAN

Hoyle Tanner & Associates is finalizing the airport master plan and it should be available for distribution in September.  Once the board has accepted the final draft, a joint meeting will be set up with the Auburn and Lewiston City Councils. 

 MAINE AVIATION SYSTEMS PLAN UPDATE

The State of Maine has completed their Master Plan for the state.  All airports are classified for funding issues and Auburn-Lewiston is classified as Level 1.  Airports in this level accommodate commercial airline activities and a full range of general aviation aircraft, including business jets; the recommended system includes 15 Level 1 airports.  All six commercial service airports in the state are classified as Level 1 airports. 

 OSHKOSH UPDATE

The Airport Manager wants to thank the volunteers who went out to Oshkosh and volunteered their time at the airport booth while the Airport Manager did some networking.  Those include the McGonagall’s, the Lights, the Paine’s, and Mr. Oliver.  Also thanks goes out to Twin Cities Air Service and Silver Wings for donating some giveaways.  There is general interest in the State of Maine and Foreign Trade Zone, and the Airport Manager stated he would follow up with the state and other agencies for their participation next year.

 NEW MAINTENANCE HIRE

Scott Gagnon is the airport’s new full time maintenance hire.  He has past experience in airports and construction.  Welcome Scott the next time you see him around the airport.

VOTED (5) TO GO INTO EXECUTIVE SESSION TO DISCUSS CURRENT LEASE ISSUE, TCAS DISCRIMINATION COMPLAINT, AND LAND LEASE.

VOTED (6) TO COME OUT OF EXECUTIVE SESSION.

VOTED (7) TO PROCEED WITH THE PURCHASE OF 75 CONSTELLATION DRIVE, MR. ROUNDY AND MS. THEBERGE PROPERTY.
