Airport Board Minutes July 6, 2006 July 6, 2006 A meeting of the Auburn-Lewiston Municipal Airport Board of Directors was held on Thursday, July 6, 2006 at 5:30 p.m. in the Auburn-Lewiston Municipal Airport, 80 Airport Drive, Auburn, Maine. Present: Messrs. Chairman Plourde, Metivier, Jean, Wolf and Ms. Finnigan and Ms. Rowell. Also Present: Airport Manager, Rick Cloutier. Chairman Plourde called the meeting to order at 5:35 p.m. ON MOTION BY MR. WOLF SECONDED BY MS. FINNIGAN IT WAS VOTED (1) TO ACCEPT THE MINUTES OF JUNE 8, 2006 AND PLACE THEM ON FILE. VOTE: 6:0 TREASURER’S REPORT Mr. Metivier reviewed the treasurer’s report with the board. (Approximately $28,000 in legal fees will be reimbursed with an FAA land grant currently in process and reported as a receivable for the auditor). ON MOTION BY MS. FINNIGAN SECONDED BY MR. WOLF IT WAS VOTED (2) TO ACCEPT THE TREASURER’S REPORT AS PRESENTED. VOTE: 6:0 AIRPORT MASTER PLAN The PAC meetings for public comment are final and the final draft of the Master Plan is in process. It should be received in the next week or two for board review. HANGAR SALE OF MR. VANDERPUTTEN Mr. Vanderputten is in the process of selling his hangar and the board has a right of first refusal, if the board would like to purchase the hangar. ON BY MR. WOLF SECONDED BY MS. FINNIGAN IT WAS VOTED (3) TO EXERCISE THE BOARD OF DIRECTOR’S RIGHT OF FIRST REFUSAL AND NOT PURCHASE MR. VANDERPUTTEN’S HANGAR. VOTE: 6:0 FUEL SAMPLE WASTE RECEPTACLES Currently the airport is in non-compliance with DEP regulations of dumping fuel samples on the ground. The airport will build and place fuel sample receptacles and place them throughout the airport for pilots to dump their fuel samples. Letters will go out to all tenants, pilots and posted on the airport website and at the FBO’s. The airport staff will collect these samples and use in the airport vehicles. Cost estimate for this project is estimated at $1,500 to come from the airfield account and should be completed by fall. MONTHLY TIEDOWN FOR JETS/TURBOJETS It was brought to the attention of the Airport Manager that overnight parking for jets/turbo jets on a nightly basis ($25) is unreasonable if they are here overnight for four or five days a week, every week (as currently there are a few in this situation-turbo jet). It was requested by Twin Cities Air Service to review the parking fees for turbos/jets and instate a monthly fee (currently monthly fees apply only to single and twins). The board requested the airport manager to come back to the next meeting with some proposals and recommendations considering jets possibly on size/weight classifications. AUGUST BOARD MEETING The next Airport Board of Directors Meeting will be scheduled for August 10, 2006 MAINE AVIATION SYSTEMS PLAN UPDATE The State of Maine has completed their Master Plan for the state. All airports are classified for funding issues and Auburn-Lewiston is classified as Level 1. Airports in this level accommodate commercial airline activities and a full range of general aviation aircraft, including business jets; the recommended system includes 15 Level 1 airports. All six commercial service airports in the state are classified as Level 1 airports. OPEN SESSION Scott Higgins, Commander with the Civil Air Patrol, is now the Manager working at Silver Wings Aviation for Doug Pohl. Campers’ weekend will be happening towards the end of July and is a big weekend for jets coming into the airport. Both FBO’s have agreed to accommodate the comings and goings of these aircrafts for a smooth transition during this busy weekend (usually the 3rd weekend in July). ON MOTION BY MR. WOLF SECONDED BY MS. ROWELL IT WAS VOTED (4) TO GO INTO EXECUTIVE SESSION TO DISCUSS CURRENT LEASE ISSUE, TCAS DISCRIMINATION COMPLAINT, AND PERSONNEL ISSUE. VOTE: 6:0 Mr. Wolf left. ON MOTION BY MS. ROWELL SECONDED BY MS. FINNIGIN IT WAS VOTED (5) TO COME OUT OF EXECUTIVE SESSION AND ADJOURN THE MEETING AT 6:50 PM. VOTE: 5:0
