AUBURN-LEWISTON MUNICIPAL AIRPORT BOARD OF DIRECTORS AUBURN, MAINE October 11, 2007 A meeting of the Auburn-Lewiston Municipal Airport Board of Directors was held on Thursday, October 11, 2007 at 5:30 p.m. at the Auburn-Lewiston Municipal Airport, 80 Airport Drive, Auburn, Maine. Present: Chairman Plourde Board Members: Jean, Sargent, Lunt, Bickford, and Metivier. Absent Board Member Smith. Also Present: Airport Manager, Rick Cloutier and HTA representative Mr. David Guadalupe. Chairman Plourde called the meeting to order at 5:30 p.m. ON MOTION BY MR. LUNT SECONDED BY MR. SARGENT IT WAS VOTED (1) TO ACCEPT THE MINUTES OF SEPTEMBER 6, 2007 AND PLACE THEM ON FILE. VOTE: 5:0 Mr. Bickford arrived. TREASURER’S REPORT Mr. Metivier reviewed the treasurer’s report with the board. Landing fees are currently low, the system set up is still behind due to pilots landing in the 1st month, 2nd month is the invoicing, and 3rd month is when collections are received. The board requested a copy of the accounts receivable aging reports from Vector as part of the board package. ON MOTION BY MR. BICKFORD SECONDED BY MR. SARGENT IT WAS VOTED (2) TO ACCEPT THE TREASURER’S REPORT AS PRESENTED. VOTE: 6:0 AUBURN HANGAR CONDO ASSOCIATION EXTENSION The addendum was signed today and a check for $40,600 was received for repayment of the loan from the lease as agreed upon. This will adjust the monthly payments to be level throughout the term of the lease, (previous the rent escalated every 5 years at large rental rates.) No extension required. CITY OF AUBURN LAND LEASE PROPOSAL – ROLAND MILLER Mr. Miller reviewed the lease proposal for land on Lewiston Junction Road in front of the Intermodal Facility. The city will lease the land directly from the airport for Bisson Transportation to provide parking for their trailers. No operations will happen on this lot; due to the parcel currently has limitations of height and use restrictions because it is at the end of Runway 17. Bisson is currently leasing land at Rodman Road and will be moving into the Kittyhawk Road Industrial Park. The City of Auburn is subleasing at no charge agreed upon to Bisson for the rolling stock excise tax purposes will be registered with the city. Improvements of $60,000 to the lot are estimated for gravel, preparing surfaces, and travel ways need to be hard surface. Trailers need to sit on small concrete pads. The lease is for 10 years with the city, $5,000 rental annually, with an escalator clause similar to the previous lease with the city for the Intermodal Facility. Mr. Miller also requested, on a temporary basis (6 months) to use a 5-acre parcel on Hotel Road, adjacent to Tambrands, which the airport currently owns until the land on Lewiston Junction Road can be improved. Specific items the board would like to see in the draft lease are registered & licensed rolling stock using the lot, not storage being left there, dust control, property owner’s right to terminate, and other items to be negotiated with the airport manager. ON MOTION BY MR. BICKFORD SECONDED BY MR. JEAN IT WAS VOTED (3) TO MOVE FORWARD WITH A TEMPORARY LEASE WITH THE CITY OF AUBURN FOR PARKING BISSON TRAILERS FOR A TERM OF NOVEMBER 1, 2007 TO JUNE 1, 2008 ON THE HOTEL ROAD PROPERTY. VOTE: 6:0 ON MOTION BY MR. BICKFORD SECONDED BY MR. JEAN IT WAS VOTED (4) TO AUTHORIZE THE AIRPORT MANAGER TO NEGOTIATE THE LEASE WITH ROLAND MILLER AND FINALIZING WITH THE BOARD, AT THE NEXT BOARD MEETING FOR APPROVAL. VOTE: 6:0 FUEL TRUCK PROPOSAL – SILVER WINGS Maurice Roundy, General Manager for Silver Wings, requested from the board, to offer Jet A fuel truck service to any aircraft at the airport. This would increase jet fuel sales for the airport. Most jet owners are reluctant to start engines to reposition to and from a fixed fuel pump. Airport issues involving fuel truck operations are insurance, DEP, EPA, secondary containment requirements, among others. The board instructed the Airport Manager to draft operating procedures/standards for all fuel trucks, which would be similar to the airport’s minimum standards. The FBO’s on the field would be required to follow these standards approved by the board and the airport manager would check for compliance according to the standards, when an FBO purchases a fuel truck. With the addition of the west apron this spring, it would be good to have fuel truck standards in place for operation. HERTZ CAR PARKING SIGN REQUEST – SILVER WINGS Silver Wings is an agent for Hertz Car Agency. Mr. Roundy requested to keep the rental cars inside the fence with numbered signs for each numbered rental car. This is common practice with Hertz; customers can locate the vehicle by the number system. Airport Manager stated the lease with Silver Wings allows for 10 car spaces outside the fence and the airport installed 16 spaces for their convenience. Aircraft limited on tie down space and snow removal is always an issue with aircrafts and vehicles. Mr. Roundy agreed with the issues of space and would not mind parking the cars outside the fence. ON MOTION BY MR. METIVIER SECONDED BY MR. BICKFORD IT WAS VOTED (5) TO APPROVE USE OF PARKING SPACES OUTSIDE THE FENCE AS DESIGNATED BY THE AIRPORT MANAGER FOR HERTZ RENTAL CARS. VOTE: 6:0 ON MOTION BY MR. METIVIER SECONDED BY MR. BICKFORD IT WAS VOTED (6) TO ALLOW INSTALLATION OF SIGNS ADJACENT TO THE AREA FOR PARKING HERTZ CAR RENTALS. VOTE: 6:0 HERTZ AND SILVER WINGS SIGN ON AIRPORT EAST RAMP SIGN – SILVER WINGS Mr. Roundy stated adjustments were made to his original signs and the signs are now the required size to fit under the Auburn-Lewiston East Ramp sign of 2x4. Silver Wings and Hertz will be installed and there is room available for one other business. No motion is required. PORTLAND AIR CHARTER SERVICE PROPOSAL – SILVER WINGS The airport received a letter from Mr. Caruso, Portland Air Charter, requesting to operate their charter business as an LFBO from Silver Wings Hangar. All parties reviewed the Minimum Standards and the Airport Manager is currently awaiting one document from the FAA. ON MOTION BY MR. JEAN SECONDED BY MR. METIVIER IT WAS VOTED (7) TO APPROVE PORTLAND AIR CHARTER OPERATIONS AS AN LFBO FROM SILVER WINGS AVIATION HANGAR PENDING THE FAA REVIEW THAT MEETS THE REQUIREMENTS AS STATED. VOTE: 6:0 INSTALLATION OF GARAGE DOOR – SILVER WINGS Mr. Roundy requested approval to install a garage type door to move vehicles in and out of the hangar during winter operations. The space is still being used for aircraft, aircrafts are top priority. Any building renovations need to have plans, permits, according to city regulations. ON MOTION BY MR. BICKFORD SECONDED BY MR. SARGENT IT WAS VOTED (8) TO APPROVE THE INSTALLATION OF A GARAGE DOOR SUBJECT TO TERMS AND CONDITIONS STATED WITH PROPER PLANS, ENGINEERING, AND PERMITTING THE CITY OF AUBURN REQUIRES. VOTE: 6:0 SILVER WINGS SIGN ON WHITE HANGAR Airport Manager stated the airport will need detailed engineering plans of the building, along with city planning and permitting required, insuring the building can hold the sign. ON MOTION BY MR. BICKFORD SECONDED BY MR. SARGENT IT WAS VOTED (9) TO APPROVE THE SIGN SUBJECT TO THE TERMS AND CONDITIONS OF THE CITY OF AUBURN ENGINEERING, PLANNING, AND PERMITTING CODES. VOTE: 6:0 ALLIED CONTINENTAL DEVELOPMENT Allied Continental is a hotel developer, which has built hotels on numerous airports throughout the country. A letter of interest was received to build a hotel here on airport property. Location would be the corner of Hotel/Kittyhawk (airport hill area) or Airport Drive/Lewiston Junction Road. They are looking to build a two/three story Sleep or Comfort Inn on 4/5 Acres to include 50 to 80 rooms, conference room and restaurant. FAA would need to be contacted for their input and review. Currently the Airport Manager is looking for approval to move forward and begin negotiations with Allied. ON MOTION BY MR. BICKFORD SECONDED BY MR. JEAN IT WAS VOTED (10) APPROVAL OF THE AIRPORT MANAGER TO START NEGOTIATIONS WITH ALLIED CONTINENTAL DEVELOPMENT OF A MOTEL/HOTEL SEEKING LEGAL COUNSEL, FAA RECOMMENDATIONS, AND REGULAR UPDATES TO THE BOARD ON THE STATUS OF THIS PROJECT. VOTE: 6:0 TAXIWAY UPDATE – DAVID GUADALUPE, HTA The northern side drainage is complete, 90% of gravel is in place, and 50% of seeding is complete. Paving may start, but only 2 inches will be completed this year. FAA will not allow any paving with temperatures at 40º. The final 2 inches of paving would be completed next year along with the lights and signage. No part of the taxiway will be useable this winter! Middle section has been subgraded, ramp has frost-free material completed, and drainage has been installed. Southern section has 100% drainage completed, frost-free material has been installed, and no seeding has been done. Again two of the 4 inches of pavement may be completed this year, weather pending. Electrical Vault will be completed throughout the winter months. SAFETY AREA STUDY PROJECT – DAVID GUADALUPE, HTA This project should be completed shortly, with a presentation to the board for review. Upon board approval, a final report will then be prepared and submitted to FAA for compliance with safety area standards. The airport is looking to have six hundred feet at the end of each runway 4 and 22. (currently runway 4 needs 400 ft and runway 22 needs 300 ft) OPEN SESSION Twin Cities Air Service, Nate Humphrey – owner, announced the purchase of a Leer Jet 35A, carrying 8 passengers, 500 miles/hr. Currently the only airports in the state having based jets are Portland, Bangor, and now Auburn-Lewiston. Keith Oliver – plane washing areas on airport – Airport Manager stated only 2 areas are allowed, inside TCAS hangar or Silver Wings hangar, because they have oil water separators. Due to storm water protection program, no other areas are allowed. Neighbor complaint from Foster Road – planes flying by at 3:30 AM and trains clanging at all hours of the night. This neighbor is on the downwind of runway 4. The Airport Manager stated there have been studies completed and we are within the noise level study approved by the FAA. It is in the Airport Master Plan, for reference check out the airport website at www.flytome.com. Airport has no control over the trains. Christian Hill blasting continues and continues to shake and damage neighbors houses along Foster Road. The Airport Manager stated he would stop by before one of the blasts in the next few weeks. K & K and Maine Drilling is the contractors for this project and the Airport Manager will let them know of the ongoing problem with the neighbors. ON MOTION BY MR. JEAN SECONDED BY MR.
