AUBURN-LEWISTON MUNICIPAL AIRPORT BOARD OF DIRECTORS AUBURN, MAINE
March 6, 2008
The Auburn-Lewiston Municipal Airport Board of Directors meeting was held on Thursday, March 6, 2008 at 5:30 p.m. at Androscoggin Valley Council of Government (AVCOG) 125 Manley Road, Auburn, Maine.
Present: Chairman Plourde Board Members: Lunt, Sargent, Bickford, Dycio, Smith and Reed. Absent Members: Metivier, Thompson. Also Present: Airport Manager, Rick Cloutier; HTA Representative, David Guadalupe. Chairman Plourde called the meeting to order at 5:35 p.m. ON MOTION BY MR. REED SECONDED BY MR. SARGENT IT WAS VOTED (1) TO ACCEPT THE MINUTES OF FEBRUARY 7, 2008 AND PLACE THEM ON FILE. VOTE: 6:0 Mr. Bickford arrived. TREASURER’S REPORT Chairman Plourde reviewed the treasurer’s report with the board. ON MOTION BY MR. LUNT SECONDED BY MR. SARGENT IT WAS VOTED (2) TO ACCEPT THE TREASURER’S REPORT AS PRESENTED. VOTE: 7:0 LUFTHANSA HANGAR The last airport board of directors meeting, February 7, 2008 it was decided to allow a private developer to develop the hangar and the airport would lease back from the developer with an agreed upon buy back and sub lease to Lufthansa. Two proposals were received and will be discussed in executive session. YOUNG EAGLES DAY EAA Chapter 87 would like to use the airport on June 14. Volunteer pilots will give free flights to children between ages of 7-17, approximately 15 minutes. The Chapter carries insurance and will name the airport as an additional insured/hold harmless on their liability insurance for that day. They do not advertise this event (word of mouth only), but if the cities want to promote, it is up to them. ON MOTION BY MR. LUNT SECONDED BY MR. REED IT WAS VOTED (3) TO APPROVE THE YOUNG EAGLES ACTIVITY ON JUNE 14 AS REQUESTED. VOTE: 7:0 TAXIWAY UPDATE Mr. Guadalupe stated the contractors are looking for a start up on the taxiway for mid April (pending snow conditions). Final paving, signage and lighting are next. The FAA has approved LED lighting. The FAA has requested to relook at the data for Auburn-Lewiston Airport and determine what type/category we are which is required for the pending study for the safety areas that are needed for the next project. OPEN SESSION One of our snow vehicles slid on ice into the Auburn Hangar Condo Association hangar door. It is currently being handled through the insurance company. There was a prop strike incident with a private pilot on the east side of the field and the sewer drainage. This is also being handled through the insurance company. The board requested the Airport Manager to review our insurance coverage for the airport. ON MOTION BY MR. DYCIO SECONDED BY MR. LUNT IT WAS VOTED (4) TO GO INTO EXECUTIVE SESSION TO DISCUSS THE HANGAR PROPOSALS RECEIVED AND PERSONNEL ISSUES. VOTE: 7:0 ON MOTION BY MR. DYCIO SECONDED BY MR. REED IT WAS VOTED (5) TO COME OUT OF EXECUTIVE SESSION. VOTE: 7:0 Two proposals were received to develop and construct a hangar, Gendron/Gendron and K & K Construction. ON MOTION BY MR. REED SECONDED BY MR. SARGENT IT WAS VOTED (6) TO ACCEPT GENDRON AND GENDRON PROPOSAL TO DEVELOP THE HANGAR AND ALLOW THE AIRPORT MANAGER TO NEGOTIATE THE LEASE AND CONTRACT.
